The ACT Electoral Commission is seeking expressions of interest from Aboriginal and Torres Strait Islander people to work as Liaison Officers on the fifth election of members to the ACT’s Aboriginal and Torres Strait Islander Elected Body.
The Aboriginal and Torres Strait Islander Elected Body is comprised of seven members who are elected every three years. The Elected Body was established by the ACT Legislative Assembly to enable Aboriginal and Torres Strait Islanders in the ACT to have a strong democratically elected voice.

Expression of interest - Liaison officer - 2021 ATSIEB election
Eligibility:
A person is eligible to be appointed as an Aboriginal and Torres Strait Islander Liaison Officer if the person is:
- an Aboriginal person or Torres Strait Islander; and
- at least 18 years old; and
- enrolled, or entitled to be enrolled, for an electorate in the ACT; and
- is not a candidate in the election.
Function of the Liaison Officer:
The primary role of the liaison officer is to decide whether, on the balance of probability, a person presenting to vote is an Aboriginal person or Torres Strait Islander. The liaison officer may ask any questions they believe on reasonable grounds are necessary to help them to decide.
The liaison officer should have sufficient knowledge of the Aboriginal and Torres Strait Islander community to be able to carry out the role. They must be able to decide, from their knowledge of the community or by asking questions, whether a person is entitled to vote in the election. The liaison officer should be sufficiently confident in their decision making to, if necessary, challenge the eligibility of a person to vote.
However, the decision of the liaison officer is not final, as a person who is challenged may still record a declaration vote. The challenged vote is placed in a declaration envelope which is then passed to a three member review panel for a final decision on eligibility, and potential admission to the count.
Availability:
Voting in the election will coincide with NAIDOC week celebrations in the ACT. Voting will commence on Saturday 3 July and continue until Saturday 10 July at a number of venues across Canberra. Locations and times for voting are listed on the Elections ACT website.
The ACT Electoral Commission is looking for Liaison Officers to work day shifts (usually 9am to 5pm) between 3 July and 10 July 2021. Liaison Officers will also be required to attend a one-day training course during the last week in June 2021.
Remuneration:
Liaison Officers will be paid at the Senior Election Casual hourly rate:
